On November 16th, the Ohio EPA published the Request For Proposals for the 2013 round of the Diesel Emission Reduction Grant Program. For Clean Fuels Ohio’s summary of the Request for Proposal, Click Here.
Map of Eligible Counties: To be eligible for this program, vehicles funded must operate in the green non-attainment areas at least 65% of the time.

Clean Fuels Ohio Collaborative Application Project Proposals
Clean Fuels Ohio will submit a collaborative application to the Ohio EPA’s 2013 Diesel Emission Reduction Grant Program on January 16, 2013 for public and private fleet projects statewide. To be considered for this Collaborative Application, two items must be completed and submitted to Clean Fuels Ohio via email to Beth@cleanfuelsohio.org by 5:00 p.m. on Monday, December 17th.
Fleet Data Form: The Fleet Data form provides information to Clean Fuels Ohio about your proposed project and allows us to quantify the emission reductions that the proposed project will generate. Please complete the form by filling in information about your organization in section 1, information about the project in section 2, and detailed information about the vehicles that will be replaced, repowered or retrofitted in section 3.
Letter of Intent: Please use the template, but provide the letter on your organizational letterhead, and explain in narrative detail the purpose, scope, and costs of your proposed project.

All parties interested in participating in the Clean Fuels Ohio collaborative application must submit project proposals to Clean Fuels Ohio staff by December 17, 2012 at 5:00 p.m. Clean Fuels Ohio will host two conference calls, one December 4th, 2012 at 2:00 p.m. and one on December 5th, 2012 at 2:00 p.m. to answer any questions and provide more details on the collaborative application process.

Partners Selected for Clean Fuels Ohio Application
Clean Fuels Ohio will use the scoring criteria detailed in the 2013 DERG Request for Proposal document to determine the partner project proposals that are most competitive and that will be included in the Clean Fuels Ohio Collaborative Proposal. Partners selected to be included in the final Clean Fuels Ohio application will receive notification on December 19th, 2012. At that time, the timeline for completing the application to submit to the Ohio EPA will be provided and discussed in detail on conference calls taking place on December 20, 2012 at 10 a.m. and 2 p.m. Organizations with projects included in the application must be present on one of the two calls.
Timeline for Application Partners: This timeline will be followed by all partners that are selected to be part of the Clean Fuels Ohio Collaborative Application.
Public Private Partnership: All private organizations applying for funding through the DERG program must have a public sponsor. The Ohio Air Quality Development Authority (OAQDA) will serve as this sponsor for all private organizations that are included in the Clean Fuels Ohio Collaborative Application. Once selected as a partner in the application, a Public Private Partnership Agreement will be provided. This agreement requires signatures from both the private company and the OAQDA. The Ohio EPA has provided a basic template Public Private Partnership Agreement.
Clean Fuels Ohio Membership: As grant proposal development is a benefit that is offered to Clean Fuels Ohio Members, all organizations with projects included in the Collaborative Application must be members of Clean Fuels Ohio before the application is submitted on January 16th. Applying Directly to the Ohio EPA
All public entities and private companies with their own public sponsor can apply for funding directly to the Ohio EPA. For all application materials visit: http://www.epa.state.oh.us/oeef/derg.aspx. If your project is not selected to be part of the Clean Fuels Ohio Collaborative Application, you can continue with an application directly to the Ohio EPA if you choose to do so.
